Introduction and Purpose
The Unified Police Department Establishment Act (UPD Act) establishes a consolidated law enforcement framework within the State of San Andreas, integrating municipal and county policing bodies into a unified operational structure.
This legislation ensures consistency in enforcement, command structure, training, and operational standards, while preserving the identity and jurisdictional responsibilities of individual divisions.
The Act is designed to eliminate interdepartmental conflict, improve response coordination, and provide a clear chain of command across all law enforcement operations.
Constitutional Justification
This Act is enacted under the authority of the State Constitution of San Andreas, granting the State the power to regulate matters of public safety, law enforcement, and public order.
The Act ensures that all policing actions remain compliant with Due Process, Equal Protection, and lawful authority standards.
Article I – Establishment of the Unified Police Department
- The Unified Police Department (UPD) is hereby established as the primary state-recognised law enforcement body.
- The UPD consolidates all recognised municipal and county law enforcement agencies under a unified structure.
- All divisions operating under the UPD shall comply with this Act and all applicable state laws.
Article II – Department Composition
The UPD shall consist of the following divisions:
- Los Santos Police Department (LSPD)
- Blaine County Sheriff’s Office (BCSO)
- Any additional department as designated by the Department of Justice (DOJ)
Each division shall:
- Retain its identity and internal structure
- Operate under unified policies and procedures
- Participate in joint operations when required
Article III – Jurisdictional Authority
- LSPD shall maintain primary jurisdiction within city limits.
- BCSO shall maintain primary jurisdiction within Blaine County and rural areas.
- All UPD officers retain statewide authority when acting in support of unified operations.
- No division shall refuse reasonable assistance requests from another UPD division.
Article IV – Command Structure
- The UPD shall operate under the Department of Justice (DOJ).

All division heads shall report to the Department of Justice (DOJ) or designated governing authority.
Article V – Standardisation of Operations
All UPD divisions shall adhere to:
Unified Standard Operating Procedures (SOPs)
Use of Force policies
Training and certification requirements
Communication protocols
Certifications obtained within one division may be recognised UPD-wide, subject to command approval.
Article VI – Interagency Cooperation
- All UPD divisions are required to cooperate in joint operations and investigations.
- Joint task forces may be established for major incidents.
Article VII – Scene Command and Control
- Primary command shall default to the division holding jurisdiction (LSPD for city, BCSO for county).
- The highest-ranking officer on scene may assume command where appropriate.
- A Unified Command Structure may be established for major incidents.
- Any disputes shall be resolved through supervisory escalation or chain of command.
Article VIII – Appointments and Removal
- Command positions shall be appointed by authorised governing bodies.
- Individuals may be removed for misconduct, incompetence, or policy violations.
- Interim appointments may be made to maintain operational continuity.
Article IX – Authority and Powers
All sworn UPD officers shall:
- Hold full peace officer authority under state law
- Enforce all applicable state and federal statutes
- Exercise authority consistent with their training and rank
Article X – Implementation
- This Act shall take immediate effect upon ratification.
- All existing departments shall transition into the UPD structure without loss of service or authority, subject to review.
